Before important engineering works are undertaken

at Hong Kong, we regard it as essential that the advice of

a firm of reputable consulting engineers should be obtained,

who will bring to bear their experience in other ports, but

we do not, of course, suggest that the problems put to them

should include more than the engineering aspects of the

question.
